SINGAPORE, June 3, 2025 – In a major step forward for regional energy cooperation, TotalEnergies and Royal Golden Eagle (RGE) have announced that their joint venture, Singa Renewables, has been awarded a conditional licence by Singapore’s Energy Market Authority (EMA) to import 1 gigawatt (GW) of clean firm power from Indonesia to Singapore.
The announcement, made last week, represents a critical milestone in the development of one of Southeast Asia’s most ambitious cross-border renewable energy projects. The initiative will see the construction of a large-scale hybrid renewable power facility in Indonesia’s Riau Province, combining solar power generation with a Battery Energy Storage System (BESS) and supported by a subsea interconnector to transmit electricity to Singapore.
The joint venture partners also signed a Memorandum of Understanding (MoU) with Singapore Energy Interconnections (SGEI) to co-develop the interconnection infrastructure required for the project.
Clean Power for Singapore and Local Industry
The project will supply clean firm power to Singapore’s energy-intensive sectors, while also providing electricity to nearby industrial hubs in Indonesia’s Riau Province. The partnership seeks to align with both Singapore’s net zero ambitions and Indonesia’s efforts to boost sustainable industrial growth.

TotalEnergies brings its global experience in managing large-scale energy infrastructure, while RGE contributes deep regional knowledge and operational presence across Indonesia and Singapore. The two companies had earlier formalised their collaboration through a Co-Investment Agreement signed on 28 May in Jakarta, during a high-profile ceremony witnessed by French President Emmanuel Macron and Indonesian President Prabowo Subianto.
A Flagship for ASEAN Energy Transition

The project is among several being developed to help Singapore meet its target of importing up to 4 GW of low-carbon electricity by 2035. It also highlights growing momentum across ASEAN to integrate renewable energy into cross-border grids, creating a more resilient and sustainable regional power network.
If fully realised, the project will stand as one of the largest renewable energy and transmission partnerships in the region — and a significant example of public-private collaboration in the global drive toward decarbonisation.
